Small & Micro Business COVID-19 Relief Grant Program

Bexar County Small Business Grant Program is a new fund to provide emergency relief to small businesses struggling under the financial impact of COVID-19. The Emergency Fund is designed to help small and very small businesses within Bexar County, Texas.


The Program is a collaboration between Bexar County, LiftFund, Southside First, Westside Development Corporation, North Chamber, and SAGE. 

Bexar County has designated $6.5 million in the form of small business grants. The grants will be provided to businesses with under $1 Million dollars in annual revenue and meet the criteria below. 

This fund is intended to support an inclusive and diverse small business environment in Bexar County. 


Business Qualifications: 
The fund is not a first come first serve fund. All applications will be reviewed based on stated and verified business information and business operations. 

  • Annual gross revenues of not more than $1 million from all business activities;

  • Has not received a Bexar County Grant/Loan previously;

  • Limited to businesses that are located and will remain in Bexar County;

  • Demonstrates a loss of at least 15% of revenue in the period beginning March 12, 2020;

  • Business established prior to August 1, 2019;

  • Industries not included are professional services such as physicians, clinics, dentists, attorneys, engineers, architects, insurance agencies, vacation and long term rentals and sexually oriented businesses;

  • Local non-profits are eligible to apply. No more than 10% of funding can go to non-profits; 

  • Sole proprietors are eligible to apply;

  • These funds are to be used for business operational expenses only. 


Grant Amounts:

  • Microbusinesses with 1-5 full-time employees grant up to $10,000

  • Small businesses with 6-10 full-time employees grant up to $25,000

  • Note: Part-time employees are not considered full-time employees combined.

Precinct Allocation:

  • Precinct 1: $2,217,445

  • Precinct 2: $1,386,752

  • Precinct 3: $1,187,852

  • Precinct 4: 1,707,952



  • Application Open: June 8, 2020 to June 19, 2020

  • Application lottery conducted June 23, 2020

    • If the total grant requests made in a precinct exceed the amount allocated for that precinct, ​then a lottery of qualifying applications will be conducted. 

  • Assess Applications: June 23, 2020 to September 1, 2020

  • Awards: June 29th through December 30th

How to apply:

Applications must be submitted online between 9:00 AM CST on June 8, 2020and will be accepted until 5:00 PM CST on June 19, 2020. Applicants will need to create an account to apply. This will allow users to save progress on their applications should they need additional time to fill out the application. Please make sure to keep a note of your user name and password.




Grant Document Verification:

  • Business entity formation document from Bexar County records and/or Secretary of State;

  • Most recently filed business tax return for business revenue verification and 1099 filing (self-employed);

    • For businesses established in 2019, your 2019 tax return or 1099 filing(self-employed);

  • January-April 2020 Business and/or Personal Bank Statements for business income/expenses verification;

  • List of employees from payroll 2020 & Quarter 1 2020 IRS 941;

  • Valid Identification as of February 2020; and

  • Proof of business address


All documents must be provided in order for the application to be considered complete. Any applications submitted without documents or incorrect documents will NOT be considered. Applicants have the ability to upload the documents securely and safely through the online application.





Award Agreements will be sent via DocuSign and will require:

  • ACH routing information of business bank account

  • Agreement of use of funds signed and completed

  • Testimony and picture​

Eligible Expenditures:

Businesses may apply for the following expenses associated with re-starting business operations: payroll, lease/mortgage, supplies, inventory, utility, etc.


Grant Follow Up:

All businesses receiving a grant will be required to complete a follow-up survey after the grant is awarded for documentation and impact purposes. Grant recipients must also keep detailed records of 2020-2021 reopening dates, receipts for the expenditure of grant funds, and staff and payroll records for review which Bexar County and LiftFund would be able to access.
